About Debra Kaye:

With more than 35 years of experience in the water industry, Debra Kaye brings a broad range of knowledge having worked in both the public and private sector filling leadership roles in management, engineering, business development and water system operations. Debra held many positions while working for publicly owned and investor owned water agencies including General Manager, Operations and Maintenance Manager, Design Engineer, Planning Engineer, Water Plant Foreman, Water Plant Operator, Meter Reader and Customer Service Representative. She owned her own consulting business, has worked as a Client Services Manager for a large engineering firm, held the position of Vice President of a UV Technology company and is currently the CEO and President of V&A Consulting Engineers. V&A Consulting Engineers has been in business since 1979 with a focus on infrastructure preservation for the water, wastewater and transit industries and in October of 2019, Debra became the majority owner of the company. She is focused on growing the company organically and through acquisitions while continuing to nurture an inclusive company culture dedicated to employee engagement and commitment to the core values of integrity, respect, commitment, loyalty, honesty and quality. Debra has been an active volunteer with the American Water Works Association for many years and has held several leadership positions locally and nationally having served on the Board of Directors for the American Water Works Association for two terms as well as the Vice President in 2009-2011. She has also been a recipient of many industry awards, served as a mentor to young women interested in engineering and was featured in the ASCE book “Changing Our World: True Stories of Women Engineers” published in February 2006.Debra earned a BS in Civil Engineering from the University of Nevada Reno while working full time as a water plant operator. She is a licensed Professional Engineer in the states of Nevada and California and is also a certified Grade IV Water Treatment and Grade IV Water Distribution operator in Nevada and holds a Grade III Water Treatment and Grade III Water Distribution license in California.
